Residents of Butterworth in the Eastern Cape brought the town to a standstill for a second day on Wednesday, with some women going topless to make their point.
They are demanding clean water, among other service delivery complaints that led them to blockade the N2 outside the town.
Eastern Cape Transport MEC Weziwe Tikana-Gxotiwe and Provincial Police Commissioner, Lieutenant-General, Liziwe Ntshinga, were trying to calm the situation by meeting with the community on Wednesday.
Transport Department spokesperson, Unathi Binqose, said it was also alleged that the protesters snatched the keys from truck drivers and used the vehicles to barricade the road on Tuesday.
Premier Lubabalo Mabuyane condemned their actions saying the government would not tolerate any criminality.
