The Nelson Mandela Bay Municipality (NMB) conducted a joint operation with various Municipal Government Departments to focus on illegal activities in Korsten, Durban Road.
During the first hour of the raid, police confiscated counterfeit goods worth over R300,000.
Several shop owners were fined for being non-compliant and selling food without the necessary health certificates, while some had rezoned their premises without permission.
Deputy District Police Commissioner Ronald Koll hailed the raid as a huge success as people were caught off guard.
Meanwhile, 20 foreign nationals were arrested for being in the country illegally, while some tried to flee from police.
Commissioner Koll said the raid was long overdue.
