Three current and former senior managers of the Ngqushwa Local Municipality at Peddie appeared in the Magistrate's Court on Friday on charges of fraud and Contravention of the Municipal Finance Management Act.
The National Prosecuting Authority says Mkhuseli Mxekezo, Tinus Matthyssen, and Misiwe Mpahlwa are accused of fraud amounting to R273 583.
Spokesperson, Anelisa Ngcakani, said Mxekezo has been charged with fraud, while Matthyssen and Mpahlwa were charged with contravening the Municipal Finance Management Act.
She said its alleged that on 11 December 2019 Mfunda and Mxekezo acted in common purpose to fraudulently submit to the municipality’s Supply Chain Management Unit that a three-quotation procurement process was followed to procure goods and services for the Mayor’s Christmas Party.
Ngcakani said a three-quotation procurement process is only followed for amounts that are below R 200 000.
“For any amount above R200 000, the competitive bidding (open tender) process is followed. This is in line with the municipality’s Supply Chain Management procurement standards,” she said.
The three were arrested by the Hawks in the Eastern Cape.
