Members of the trade union Hospersa held a sit-in protest on Wednesday at the offices of the Eastern Cape Health MEC, Sicelo Gqobana.
Hospersa says emergency services shop stewards and representatives of other unions, took part in the sit-in.
The protest came after a third meeting between management and labour, to discuss grievances, was cancelled as no-one from management was present to clarify financial queries.
Hospersa says the unions' grievances include non-payment of overtime, non-payment of danger allowances and non-payment of Performance Management Benefits.
The Department says there is no money to meet these payments.
