Hundreds of municipal workers have taken over the East London city hall where the mayor is locked in meetings with the SA Municipal Workers Union.
Workers are demanding payment of a promised 14th cheque.
Algoa FM News reporter, Zona Mpendulo, says the decision on the 14th cheque was taken by the SA Local Government Association.
She says Samwu members claim that the Salga decision was implemented in other municipalities but not yet in Buffalo City.
"They are demanding that they mayor must respond to that and make sure that it happens but from what the word is on the ground leadership of the SAMWU union are meeting the mayor at the moment to discuss the issues but the municipal manager and chief financial officer is not there and decisions cannot be made without everyone present. Samwu members meanwhile are waiting for a response from their leadership" she said
