Public Protector, Thuli Madonsela, says a recurring theme during her four year tenure has been the curse of impunity on the part of state officials.
She says terms such as unauthorized, fruitless and wasteful expenditure, as well as irregular awarding of contracts doesn't seem to concern officials.
Madonsela was addressing the Association of Public Accounts Committees Conference in Port Elizabeth on Monday.
She told delegates that the auditor-general's reports showed that there were serious compliance problems in government institutions and municipalities.
"To end non compliance we need to strengthen controls and leadership and more than anything else we need to make sure that we end impunity. When people do wrong they must be made aware that they are doing wrong and we must consistently act against those who do wrong" she said.
