Public Protector Advocate Thuli Madonsela and members of her office are in Mthatha on Tuesday as part of the commemoration of Youth Month.
The Public Protector's address at town hall formed part of a programme that seeks to ensure the office's services are accessible to all communities.
Madonsela told AlgoaFM News that mal-administration is hurting young people in South Africa and that they could be part of a united front against it.
"We've been talking to them primarily to tell them how they can partner with us to strengthen constitutional democracy, emphasising where they can play their part is really by forming a united front against mal-administration just as apartheid had in 1976 inspiring young people to take a stand against it."
