Public Protector decides on EC toilet tender saga


Public Protector Thuli Madonsela has made a decision with respect to complaints received about the awarding of a toilet tender by the Amathole District Municipality in the Eastern Cape.

The DA and EFF approached Madonsela to investigate the awarding of a R631 million tender to the Siyenza Group to build thousands of toilets in the province.

The deal was partly funded by the Development Bank of Southern Africa.

However, an investigation by East London's Daily Dispatch revealed that tender regulations had allegedly been flouted, the company is not properly registered and that its top officials are family members of senior ANC members including President Jacob Zuma and the wife of ANC secretary-general, Gwede Mantashe.

The spokesperson for the Public Protector's Office, Oupa Segalwe, says Madonsela had made a decision on the complaints by the DA and EFF.

"The PP did assess the complaint and a decision has been reached, however I am not at liberty to share this, as the affected parties have not yet been informed." he said


Meanwhile, DA Parliamentary leader, Mmusi Maimane, says he's written to the Development Bank of Southern Africa to take urgent action against what he said was the abuse of DBSA funding.

"We have already submitted parliamentary questions to the Minister of Public Service and Administration, as well as the Minister of Cooperative Governance and Traditional Affairs, to establish why the correct tender processes were not followed and what measures are being taken to address the irregularities. We have also reported the matter to the Public Protector and requested a full investigation.

In the coming weeks I will be conducting an oversight visit to the Amathole District Municipality, along with the DA Eastern Cape leadership, to get a first-hand account of this travesty.

We will continue to pursue this matter as another brazen example of how those closely linked to the ANC are becoming rich while basic services such as sanitation go undelivered.

Those responsible for this blatant corruption must be brought to book"
