Public Order Police used rubber bullets to disperse residents of Duncan Village who are continuing their protest on the Ziphunzana By-Pass.
The road remains closed to traffic.
Police spokesperson, Captain Stephen Marais, says they had no choice but to take action when they were pelted with stones.
No arrests have been made.
Meanwhile, Port Elizabeth police are continuing to maintain a presence in the Motherwell area where residents from Wells Estate are protesting. Captain Andre Beetge asked motorist to avoid the area for their own safety.
