East London Police have arrested 13 people following a service delivery protest on the Ziphunzama by-pass at Duncan Village.
Captain Stephen Marais says a group of protesters began burning tyres and throwing stones on the bypass at about 5 o'clock on Wednesday morning.
He says police moved in and used rubber bullets to disperse the group.
The 13 people arrested will be charged with public violence at the Duncan Village police station.
