The Democratic Alliance says the Eastern Cape is set to underspend on capital budgets and overspend on personnel costs.
DA leader in the House, Bobby Stevenson, says that's according to the third quarter provincial expenditure report released by the National Treasury this week.
He says the education department has only spent 30.1% of its capital budget and is the lowest in the country with the provincial average being 62.6% for other provinces.
Stevenson says this means that only R417m has been spent out of R1.38bn.
"The education department to date has only spent 30% of its capital budget and its the worst performer in the country. This is a terribly tragic picture of our provincial finances because it highlights the weak leadership that's prevalent when it comes to governance in this province," he said.
Stevenson says with regard to Health, only 49.3% of the capital budget had been spent or R623m out of a budget of R1.26bn.
"Housing expenditure is slightly better, at 58.9% although it is below the provincial average for all provinces of 66.8%," he said.
Stevenson says it's clear that Education and Health are going to overspend when it comes to personnel.
"The situation needs to be dealth with, there needs to be tough leadership and the provincial government needs to make the hard and courageous political decisions that are necessary to ensure that our provincial finances are properly managed," Stevenson said.
