The Department of Health in the eastern Cape says the rights of 3 initiates have been violated in Matatiele.
Spokesperson Sizwe Kupelo says the three boys suffered burn injuries during an incident at their initiation school.
An Ambulance was dispatched to the school but the boys' handlers refused to release them into the care of paramedics.
Kupelo says the fact that the boys were denied treatment put their lives at risk and is barbaric.
