The Department of Correctional Services says the two men who were serving jail sentences for the brutal rape and attempted murder of a Port Elizabeth woman in 1994, have not been granted parole.
Correctional Services spokesperson, Sonwabo Mbananga, says Theuns Kruger and Frans du Toit have not yet appeared before a parole board.
He says the department was asked to consider parole for people sentenced before October 1, 2004 and that Kruger and du Toit fall into that group.
However, he says the Minister of Correctional Services will ultimately make the decision.
The pair were jailed for life for the brutal attack on Alison Botha in Noordhoek in Port Elizabeth in 1994.
