The Nelson Mandela Bay Municipality said Wednesday's unlawful strike action by approximately 250 staff members, predominantly from the Waste Management division, will not be tolerated.
Between 15 and 20 municipal waste removal trucks were deliberately parked and left at key points in Govan Mbeki Avenue between Russel Road and Evert Streets, bringing traffic to a standstill.
City Manager Mpilo Mbambisa says they've informed union representatives that such unlawful action is not acceptable and that the principle of no-work-no-pay will be applied.
In apologising to city residents for the disruption, Mbambisa reminded staff that the Municipality and the SA Local Government Association have structures, systems and procedures in place where any grievance or work-related matter can be tabled and addressed.
Meanwhile, executive mayor, Danny Jordaan, is expected to table his budget for the 2015/2016 financial year at a Council meeting on Thursday.
Jordaan spent the past weeks trying to trim the budget down from a deficit to a surplus.
The Herald reports that Jordaan achieved these cuts by, among other things, proposing tariff hikes while cutting expenditure on maintainence and spending less on conferences, public holiday celebrations and shelving overseas travel.
He reportedly turned a R430m deficit into a R42m surplus.
