The Nelson Mandela Bay Council has approved its draft operating and capital budgets.
The Council also adopted the draft Integrated Development Plan for the 2013/2014 financial year, including the draft Property Rates Policy at a meeting on Thursday.
Executive mayor, Benson Fihla, says while the draft budgets have been approved, the Municipality's capacity to spend the budget should also be increased.
He said its an embarrassment for both the administrative and political leadership of the municipality when unspent funds are rolled over.
Fihla pleaded with everyone involved in service delivery to end what he said was an unpleasant situation.
