Nelson Mandela Bay Municipality Executive Mayor, Athol Trollip, has kept to his promise of responding publicly within 14 days to a lengthy petition presented to him by the ANC.
The 13 page memorandum containing grievances on a wide range of issues was handed over by the ANC during a march to Council.
The petition touches on issues of basic services, corruption within the municipality, the Metro's current credit policy and land among others.
Addressing the media on Wednesday, Trollip said the statement proved that the ANC viewed everything through a racial prism.
Trollip also added that some of the issues raised, such as implementation of the Metro Police Force and the Integrated Public Transport System, had been passed on to the new administration by the former ANC-led Council.
Trollip says he will officially handover the written response to the ANC on Thursday.
