Nelson Mandela Bay municipal employees and contractors held a protest outside the Lillian Diedericks Building in Govan Mbeki Avenue late on Friday afternoon.
The protest reportedly led to traffic disruptions.
Metro spokesperson, Roland Williams, says they suspect the employee grievances relate to HR matters, while that of the constractors relate to payment issues.
He says security personel locked the protestors out of the building.
Williams says while the municipality understands that systems and processes can be improved, there's no need to resort to illegal and unruly activity
