A group of between 600 and 800 people are protesting on the R56 between Molteno and Sterkstroom.
Molteno residents are apparently unhappy with inadequate water quality and the electricity supply to the town.
A Molteno resident, whose name is known, to AlgoaFM news, says brown water has been coming out of the taps since Easter.
There have also been continuous problems with the supply of electricity.
Monday's protests have been concentrated on the R56 outside the town.
Last week, 30 residents of Molteno were arrested on charges of public violence following service delivery protests.
Police spokesperson, Major Ernest Sigobe, says they are monitoring the situation.
