Executive mayor, Benson Fihla, conducted a site visit to the MetroWind van Stadens Wind Farm project outside the city on Wednesday.
Three of the nine Sinovel turbines have already been installed, which will deliver the project's capacity of 27 Megawatts.
The wind farm project will supply in the region of 5 000-6 000 households with renewable electricity.
Basil Read Energy is behind the project and its Director Marius von Wielligh says the transport of all the components to the site is nearly complete.
"As soon as we have got the turbines fully completed and erected cold commissioning will start. What that entails is we will start to provide power to the wind turbine and start testing all the signaling through from the turbine to the control room and make sure that all the power cables are correct and that all the control systems are functioning" von Wielligh said.
The contractual commercial operation date is the first of February 2014 and Von Wielligh says they hope to be ready before then.
The local community is also a 5% stake-holder in the MetroWind Van Stadens Wind Farm project.
Spokesperson George Meko says that over the planned 20-year-plus lifespan of the project, some R40 -R50 million will be ploughed directly into the local community.
He says that apart from local job-creation, the communities in the area have already received Solar PV lighting.
"The communities that are benefiting directly from this project is the community of Fitcharts corner, Witteklip as well as the Shamrock community"
