The Eastern Cape Health Department still owes Nelson Mandela Bay just over R59m for the administration of primary health in the municipality.
The outstanding money is for the first six months of last year before the function was taken over by province.
Replying to a question at a Public Health Committee meeting, chief accountant for Budget and Treasury, Andre van der Merwe, said invoices totaling R76.3m had been submitted to the department of which R17.3m had been paid.
He said based on recent history, it was not possible to give an exact date when the debt would be settled, adding that negotiations with the department were ongoing.
