Public Protector, Thuli Madonsela, says the office of the Press Ombudsman should be separated from the Press Council.
In a submission to the Press Freedom Commission on Wednesday, Madonsela said the Press Council promotes the interest of its members, while the ombudsman works independently.
She says the Ombudsman, like the Public Protector, looks after the public interest.
Madonsela says she believes that the press ombudsman should be the key oversight in media regulation, but that it should be beefed up.
The Public Protector says the Press Ombudsman should have his or her own identity that is separate from the Press Council.
