The ANC’s Eastern Cape chairperson, Lubabalo Mabuyane, has presented a dim picture about the state of governance in Nelson Mandela Bay Metro.
Mabuyane, who is also the Premier of the Province, was delivering the opening address at the governing party’s Nelson Mandela Region Strategic Planning Session on Sunday.
In extracts from a wide-ranging speech, he said the state of Nelson Mandela Bay Municipality was “very concerning”.
Referring to a report from National Treasury following a mid-year visit, Mabuyane said it highlighted, among other things, that NMB Metro had “gone through 11 City Managers that were approved by Council within a period of ten years”.
“It also argues that since the election of this new coalition Council, there have been clear signs of deterioration in leadership and accountability.”
He said another area of concern was the fact that most service delivery targets were not achieved, especially on housing and connections.
Mabuyane said that the ANC's strategic planning workshop must "further give a clear guidance to ANC deployees" in the Nelson Mandela Metropolitan Council.
"Losing this metro was a great blow for the ANC in the province and if we don’t change and improve on our work, it will be a difficult task to win it back in 2021".
