The mayor of the Umzimvubu Local Municipality in the Eastern Cape says drugs and substance abuse may be behind the incident of cannibalism reported by police over the weekend.
Mayor, Bulelwa Mabengu visited the family of a woman who was abducted by a man in Mount Frere on Saturday.
The 23-year-old suspect abducted the girl in full view of her mother and took her to his home where he slit her throat.
When police arrived on the scene he was already eating her flesh.
The suspect was not deterred by warning shots form police and was shot and wounded on the scene
The man is in hospital under police guard.
