The National Health Laboratory Service (NHLS) gas requested a full report from the courier company, Gibela Trade and Invest, which is responsible for transporting swabs and specimens to their laboratories.
On Monday a passerby found discarded test kits on the N2 between East London and King Williams Town.
The NHLS says in total there were 80 specimens, all from the Buffalo City Metro.
The bulk of the samples were for coronavirus disease (COVID-19) testing.
Nurses would now have to re-test samples from the affected patients.
The case has also been reported to the police and further legal action will be taken against the courier.
