Buffalo City Metro say there's been an improvement in budget spending during this financial year.
Executive mayor Zukiswa Ncitha says they have spent 11% of their R5.3 billion budget allocation, a big improvement from last year's five percent spent around this time.
Ncita was speaking to the media after a Council meeting on Wednesday.
She says however that the improvement was still far short of their 20% target.
"Even though we are planning or targeting the 20% which we could not reach, maybe the decisions that were taken the last financial year one being the development of our business plan in good time so that by the time we have finished adopting the budget we just roll out the program. We did have problems in the procurement processes but at least we are getting somewhere" she said.
