EC vision 2030 a "hard sell" - Professor Derek Swartz

Selling the Eastern Cape's development plan, vision 2030, to a sceptical and sometimes cynical public is one of the biggest challenges facing the Eastern Cape Planning Commission.
That's the view of professor Derek Swartz, one of several high profile people serving on the Commission.
He was speaking at a business breakfast in Nelson Mandela Bay on Tuesday.
Swartz says while many strides have been made by the democratic government, there is still a need to overcome the deep-rooted scepticism and cynism about planning and implementation.
"We have a province well known for articulating new visions and plans and we are articulate, visionary but we have a terrible reputation on the balance sheet of implementation," he said.
"I think there's a pervasive sense, not just in this province but around the country, that we're not very good at translating that into practise," he added.
