Buffalo City metro traffic officers have arrested a taxi driver for loading 37 school children into his Toyota Quantum minibus.
The mini-bus is certified to carry 13 passengers.
Buffalo city traffic commander Bernie Martins says the taxi driver fled, but the owner later helped them track him down.
Martins says another mini-bus driver was arrested in Gonubie for piling 28 school children into his vehicle.
He warned parents and taxi owners to closely monitor their taxis to ensure that children are safe at all time
