Eastern Cape police are considering bringing theft charges against 11 people who were shot and injured by police in Mzamba near Mbizana earlier this week.
Two people, aged 19 and 34, were killed when police opened fire on a crowd who were allegedly looting rice from an overturned truck.
Police said they acted when they came under attack, a claim denied by residents.
Eleven people who were injured in Tuesday's shooting, could now be criminally charged with theft.
Mzamba civic leader, Sibusiso Shazi, told Algoa FM News that they refused a request for the injured to make statements to the police.
He said local ward councillors also refused the request, adding that traditional leaders will be called in to mediate.
Meanwhile, the Independent Police Investigative Directorate says two cases of murder and 11 cases of attempted are under investigation.
