Two men were arrested at the Bloemfontein Railway station on Thursday after boxes and bags full of anti-retroviral tablets were found in their possession.
Police Spokesperson Brigadier Motantsi Makhele says a 33-year-old employee from the Department of Health in the Eastern Cape is one of the men arrested.
He is reportedly based at the Robert Mjobo clinic in Lady Grey.
Makhele says police followed up on intelligence-driven information and on arrival at the Bloemfontein Railway station spotted a Grey BMW sedan with an EC registration number.
He says they tactically approached the vehicle and upon searching the boot, discovered the hundreds of bottles of tablets, which were covered in a blanket.
The Eastern Cape man and his 45-year-old alleged accomplice were taken into custody.
Police found a total of 1 068 bottles of antiretrovirals consisting of various brands such as Atroiza, Odimune, and Tribuss.
The suspects are detained and the investigation continues.
