The Eastern Cape Department of Human Settlements will struggle to significantly reduce the backlog of 750 000 housing units.
The Bhisho government's standing committee on human settlements says in a report that it reached this conclusion in the light of the conservative target of 18 900 units budgeted for in this financial year.
It says the inability to stem the mushrooming of informal settlements is another factor that will hamper the Department achieving its target.
The committee also expressed concern about the backlog in the issuing of 130 000 title deeds, citing negligence, recklessness and corruption as contributing significantly to the increase in this backlog.
