Eastern Cape Premier Phumulo Masualle says more sustainable interventions are required to address the financial challenges faced by municipalities and some provincial departments.
Addressing the first Senior Management Leadership Conference in East London, the Premier pointed to the six risk areas identified by the Auditor-General in his report on the audit outcomes of Eastern Cape municipalities.
He noted that the reasons for the problems were cited as being slow response by the political leadership to address the root causes of poor audit outcomes, lack of consequences for poor performance and transgressions, and key positions being vacant or filled with people lacking the required competencies.
The Premier warned that changing the performance of the state at all levels will require a radical mind set change as well as a new organisational culture.
