The National Council of Provinces' Eastern Cape delegation leader, Mandla Rayi, says accountability in the province should be non-negotiable if delivery of services is to reach the poorest of the poor.
Rayi was speaking at a media briefing at the Eastern Cape Legislature in Bisho on Tuesday.
The visit from the Eatern Cape NCOP delegation forms part of an oversight trip to the province as part of the annual provincial week programme.
Rayi said without accountability at rural municipalities, the province will continue to lose money to corruption.
He said the delegation received briefings from the Premier's office, the SA Local Government Association, the provincial Auditor-General and the MEC of Local Government, Fikile Xasa.
Rayi said the delegation will visit four municipalities in the Eastern Cape this week.
