Eastern Cape Health MEC, Sicelo Gqobana, says the wildcat strike by emergency medical services personnel could be over by next week.
He says by Sunday the Department will be finalising its agreement with all the unions.
EMS personnel downed tools nearly 2 weeks ago over the Department's failure to pay HR backlogs, some dating back to 2003.
The strike has led to violence and intimidation and the crippling of the state-run emergency medical services in the province.
Gqobana reiterated the Department's commitment to meeting its obligations.
"It is the fault of the department and I must say for a number of years we have not been paying them and it is exactly the culmination of all those years that has faced us this time, but nevertheless we have shown determination to pay what is due to the workers so they can get motivated and focused in taking care of their responsibilities" Gqobana said.
