Nelson Mandela Bay Municipality says it will be laying a charge of malicious damage to property with the police after the locks on the boom gate at the Third Avenue Dip in Port Elizabeth were broken.
The boom is use to close off the dip during flooding but according to municipality spokesperson, Kupido Baron, someone broke the locks on Monday.
He says the barriers in Main Road, Kleinskool in the vicinity of the Govan Mbeki Fire Station were also moved on several occasions but officials were sent to replace them.
Baron says these two roads are still closed at this time and motorists are requested not use them until further notice.
He says the barriers are in place to avoid damage or loss to property and to avoid accidents.
A joint operations centre has also been established following a warning from the SA Weather Office about further heavy downpours on Tuesday.
