Calm returned to St Francis Bay on Sunday, following violent service delivery protest outside the town on Saturday.
Warrant Officer Basil Seekoei says 13 people were arrested during the protest, and were released on R100 bail each.
They will appear in the Humansdorp Magistrate's court on Monday on charges of public violence.
