The Speaker of the Eastern Cape Provincial legislature, Fikile Xasa, says a law would need to be passed to prevent public servants from doing business with government.
He also said that achieving the target of clean audits by 2014 is possible.
Xasa was addressing the media at the close of the Association of Public Accounts Committees Conference in Nelson Mandela Bay on Wednesday.
Xasa said the issue of leadership in government departments was also crucial.
"Some of the things that cause many departments who are now currently having unqualified audits but with matters. So you would find that such matters rest on the issue of leadership where the political head is almost hands off the top management of the department is not providing leadership" he said.
