Buffalo City Metro Municipality has passed its near four-billion rand budget for the 2012/2013 financial year.
The R3.9b operating budget and R749m capital budget were passed at a council meeting on Thursday.
The Democratic Alliance, however did not support the budget.
DA spokesperson on finance, Kevin Mileham, says the budget failed to address key priorities identified during the public participation process.
He also questioned the rates and tariff increases of more than 12% which he says is double the upper limit set by National Treasury.
