Free State Education MEC, Tate Makgoe, and his bodyguard were killed in an accident on the N1 near Winburg in the early hours of Sunday morning.
Spokesperson in the Premier's Office, Sello Dithebe says emergency services responded, and on arrival at the scene, they found a light motor vehicle that collided with two cows.
He says three people were trapped inside the vehicle.
Dithebe says the jaws of life had to be used to free the occupants.
The male driver sustained moderate injuries and was transported to Winburg Hospital where he was stabilised.
He was later taken to a hospital in Bloemfontein.
