Transport Minister Fikile Mbalula says a preliminary report into the deadly crash that claimed 15 lives in Tshwane a week ago, had blamed the horror accident on driver error.
Forty-two other people were injured in the accident between a truck and bus on the M17 near Garankuwa.
Releasing the report's findings on Friday, Minister Mbalula said it was lamentable in the extreme that both drivers died in the crash and consequently no one can be charged with reckless or negligent driving or culpable homicide.
"The report concluded that driver error was the major contributing factor to the cause of the crash because the truck driver allowed his vehicle to veer off its original lane of travel into the oncoming lane resulting in a head-on crash," he said.
Mbalula said the report's contents will be brought to the attention of the National Directorate of Public Prosecutions for their consideration.
"It is unfortunate and lamentable to the extreme since both of the drivers died so consequently no one can be charged for reckless and negligent driving and/or culpable homicide," he added.
He said the matter will now be dealt with by an inquest court.
