Sent in to bat, Sri Lanka posted a challenging 169/6. In reply, England could only manage 150/9.
Earlier, the West Indies snatched victory from New Zealand in a thrilling Super Over finish after they were tied on 139.
Despite New Zealand's 17 off their extra over, West Indies smashed 19 with a ball to spare.
On Tuesday Pakistan plays Australia followed by India vs South Africa at 4pm to decide the semi-finalists from group two.
Pakistan will join already qualified Australia in the semi's with a win.
If not, South Africa will need to beat India to reach the last four.
