One person from the Potsdam village in the Buffalo City Metro (BCM) was killed after the roof and wall of her house collapsed on her while she was asleep.
The Metro says 26 of their 50 wards are heavily affected by gale-force winds and heavy rain that started on Saturday.
Spokesperson Samkelo Ngwenya says large parts of the Metro are also without electricity but the most damage was caused by the unprecedented gale force winds that damaged homes and other infrastructure.
He says in Potsdam, where one fatality was reported, is one of the worst affected areas.
Preliminary reports thus far indicate that the most affected ward is Ward 24 which includes Potsdam and Mdantsane.

Eskom said they are aware of the impact of the level 5 damaging winds leaving thousands of customers in the Eastern Cape without power.
The Utility says they are working hard to bring back the supply safely under very difficult circumstances.
They urged communities to treat all electricity supply as live during this time.
