The East London CBD and surrounding suburbs are cluttered with trash as refuse has not been collected since Monday.
Municipal workers' unions say they are not involved in the action which is being carried out independently by workers in the metro's waste management department.
Buffalo City Metro spokesperson Thandy Matebese says workers demanded second pairs of shoes as part of their uniform at a meeting on Monday.
"According to our policy we only supply workers with one uniform per financial year that also includes one pair of shoes, but we are meeting with employees and will see what comes out of that engagement" Matebese said.
