Buffalo City Metro says by the end of last year residents owed the municipality over R836m in arrears.
Municipality spokesperson, Thandi Matebese, says this is for all municipal services.
Speaking to Algoa FM News, Matabese said R47m of the outstanding amount relates to electricity.
He says this impacts heavily on the ability of Buffalo City Municipality to deliver services to the community.
"In the 2012/2013 financial year we expect to lose about R47m on electricity. That figure mostly is made up of meter tampering, illegal connections, meter faults, non registered meters and also inaccurate meter installation billing data" Matabese said.
