Police are on high alert in the Walmer Township area of Port Elizabeth after having to use water canon and stun grenades to disperse service delivery protesters on Wednesday.
Police Captain Stanley Jarvis told AlgoaFM news that councillors addressed residents at a community hall in the Township before sunrise on Thursday.
He said they are expected to move to the entrance of Walmer Township on Buffelsfontein Road from 7am - and that the Mayor will be there at 8am to address their grievances.
Jarvis says a proper programme has been laid out for the morning to ensure that discussions with the Metro are handled in an orderly manner.
He warned motorists that they must regard Victoria Drive and Buffelsfontein Road between 8th avenue and 10th avenue as no-go areas.
