Members of the community in Kwanoxolo in the Bethelsdorp area of Port Elizabeth, made a gruesome discovery on Monday.
Police said they found the decomposing bodies of two women in a house in Asamala Street, which was rented by a foreign national.
Police spokesperson, Warrant Officer Alwin Labans says community members began a search for a 26-year woman who went missing over the weekend, when they made the discovery.
Both women were naked, their hands and feet were bound and plastic bags had been pulled over their heads.
They both had wounds to the head.
One of the victims was identified as the missing Yoliswa Zilani. The other victim in her 30's is still unknown.
Labans says the search for the foreign national is underway.
