Traffic came to a standstill in the road in front of Varsity College at Greenacres where members of Port Elizabeth's organised crime unit apprehended four suspects.
Police spokesperson, Captain Johan Rheeder, says they were acting on a tip-off when they pulled over their car late on Tuesday afternoon.
He says explosives were found in their car.
Rheeder says the police's bomb squad is on scene in Greyville Street to determine the type of explosives found in the car.
