Nelson Mandela Bay Executive Mayor, Mongameli Bobani, remains adamant that a quorum was met when various items were passed during Friday morning's Special Council meeting.
This, despite the fact that DA councillors walked out of chambers during the meeting.
While this was happening, other councillors were noting and approving items on the agenda.
Mayor Mongameli Bobani told the media afterwards that the appointment of a Chief Financial Officer had been carried as they had a quorum and all the items had been agreed on.
But, he would not say who the CFO is.
He also said they would consult their lawyers and listen to the audio from Council before making any announcements.
The DA and the ACDP, who sit on the opposition benches in council, described the special council meeting as a complete joke.
The ACDP's Lance Grootboom said the appointment of a chief financial officer, for one, needs to be put to the vote.

DA Caucus leader Athol Trollip also addressed the media outside Council.
He says what happened in Council is simply a joke and symptomatic of what is happening under this administration.
Trollip says they were put in this position to have a special Council meeting to prevent money being lost to National Treasury, because of underspending.
