The Nelson Mandela Bay Metro Council has approved an interim staffing plan for the Metro Police, but stopped short of approving the proposed budget for the force over the next three years.
The debate took place with councillors locked inside the Council Chamber on Friday, as members of Traffic Services protested outside against the establishment of the Metro Police.
The item was passed by 54 votes to 47 with all opposition parties voting against and four ANC councillors abstaining.
City Manager, Mpilo Mbambisa told Council, however, that a workshop still had to be held with all stakeholders, including the unions.
