Metro to be handed qualified audit for 2013/2014 financial year?

The Nelson Mandela Bay Municipality will receive a qualified audit for the 2013/14 financial year, according to municipal sources.

The reasons for the qualification, however, will only be known when the Annual Report and Auditor-General’s Report on the 2013/14 financial statements are tabled in Council on the 22nd of January.

The metro also received a qualified audit opinion last year.

In his General Report on the Audit Out-comes of Local Government 2012/13, Auditor-General Tami Makwetu ascribed that lack of movement in the audit outcome between 2011/12 and 2012/13 as being the result of “political and administrative instability, which filtered through to the key functional areas of the municipality”.

Makwetu said this was evident in the municipality not responding to the Auditor General's recommendations, “a weak control environment and lack of accountability, which resulted in previously reported matters recurring”.

The Auditor General also said that the metro had made “little or no progress in the six key risk areas."
