The owner of a block of flats in Summerstrand in Gqeberha got slapped with a fine of R12 000 after the Metro discovered he had tampered with the electricity for a second time.
The Metro, in a joint operation on Thursday with Police and the Department of Home Affairs, embarked on a raid on the Beacon Lodge.
According to the Metro, they cut the electricity supply to the block of flats last weekend due to an outstanding amount of R500 000 owed to the municipality.
The authorities also found that the owner's building plans to extend the lodge was turned down in 1995 and he was given 21 days to produce approved plans.
Immigration Authorities also took one female into custody to verify her status in the country.
The Metro says it will continue to crackdown on non-compliance with by-laws in the city.
